A police summary report from the Gaziantep counter-terrorism branch, part of investigation file 2024/109611, contains a table headed “information on 198 persons determined to have attended foreign education camps”. The numbered entries run past that figure. Nordic Monitor, which obtained the file, puts the total at 207 and says the cover letter was signed by the Gaziantep police chief on 23 May 2025.
The table records, for each student, their national identity number, date and place of birth, name, outbound and return flights, school, address, and a final column headed “record of proceedings”.
In most entries that column begins with a single word: yok, none. The student has no record. What follows is a relative’s.
The entries read: mother’s and father’s record exists. Father’s record exists, father a dismissed teacher. Brother’s record exists, brother a dismissed police officer. Paternal aunt’s record exists. Uncle’s record exists, uncle a dismissed teacher. Maternal aunt’s record exists. In some entries the column reads that the family has no record either.
The relatives are identified by the jobs they lost. Teachers recur most often. Also listed are police officers, inspectors and deputy inspectors, a fourth-class police director, an NCO, a lieutenant, a court clerk, a court usher, a caretaker, a nurse, a midwife, a health officer, a preacher, an engineer at the state hydraulic works and a permanent worker at the state pipeline company.
Two entries record that the father is dead, and note his dismissal in the same line.
A minority of students have entries of their own, from investigations in Manisa, Bursa, Mersin, Muğla, Şanlıurfa, Uşak, Osmaniye, İzmir, İstanbul, Çorum and Kütahya, dated between 2016 and 2024.
The travel that prompted the file took place in July, August and September of 2023 and 2024. The flights are scheduled departures from Sabiha Gökçen, İstanbul, Antalya and İzmir airports to Bosnia and Herzegovina, Albania, North Macedonia, Kosovo, Serbia and Germany, on Pegasus, Turkish Airlines, AJet, Air Albania and SunExpress. Turkish citizens travel to those Balkan destinations without a prior visa. The police file calls them education camps.
Nordic Monitor reports that the file also contains a photograph of three female students walking on the viewpoint walkway at Matka Canyon, a tourist site outside Skopje, included as material in the investigation. It further reports that some students with no adverse entry against themselves or their families were drawn in because they had travelled to similar destinations at around the same time as students already flagged.
Article 38 of the Turkish Constitution provides that criminal responsibility is personal. Article 20 of the Penal Code provides that no one may be held responsible for the act of another. The lawyer Ufuk Yeşil, writing on X, said the file states in its own wording that the person has no record and that a parent or sibling does.
In October 2025, seven UN special rapporteurs and other mandate holders sent a communication to the Turkish government concerning two mass operations, on 7 May 2024 and 6 May 2025, in which 55 and 208 people were detained, many of them students and young women. The experts said detainees had been questioned about tutoring children, travelling abroad on Erasmus programmes, using secure messaging applications, sharing apartments near campus and having relatives previously prosecuted. They called on Türkiye to review counterterrorism laws that permit guilt by association. The letter was published in full because the government did not respond.
In its March 2018 report on Türkiye, the UN Office of the High Commissioner for Human Rights recorded measures affecting not only suspects but their family members, and raised concern that an unlawful standard of guilt by association or collective guilt was being applied.
The file does not allege that the students did anything. It records what happened to their relatives, in a column reserved for their own record.
