Case Summary

Zelal Bilgin, an inmate at Sincan Women’s Prison, reported that prisoners face systematic barriers to accessing healthcare. Hospital appointments for female inmates are deliberately scheduled to coincide with visitation days, making it difficult for prisoners to attend multiple appointments in a single day. This practice delays diagnosis and treatment. Bilgin stated that she was taken for a brain MRI only after one and a half years, and that a scheduled dental treatment was canceled by the prison dentist and infirmary staff despite a doctor’s instruction that it was urgent, because no gendarmerie escort was available. She also reported that another inmate, Nuriye Adet, was not taken for dental treatment throughout the summer because the doctor was “on leave.” As a result, Adet was unable to chew food properly due to missing teeth, which caused digestive and stomach problems. Additionally, the practice of “handcuffed examinations” during hospital visits continues: prisoners are kept handcuffed inside transport vehicles and are examined at the hospital under gendarmerie supervision without removing the handcuffs.
