Case Summary

Mehmet Tahir Avcı, who is held in Sincan Prison, is being kept in solitary confinement despite suffering from multiple serious health conditions. He has epilepsy, heart disease, and diabetes. It has been reported that Avcı suffered two previous heart attacks, underwent stent placement, and has two blocked coronary arteries, for which he is currently awaiting surgery. The combination of epilepsy, diabetes, and cardiovascular disease, together with episodes of memory loss, makes solitary confinement medically inappropriate for him. Human rights organizations have described his treatment as inhumane and degrading, incompatible with human dignity. In the past, Avcı was subjected to discriminatory and degrading treatment during medical procedures and was forced to undergo examinations while handcuffed. Furthermore, although he had been scheduled for surgery at Sincan Training and Research Hospital on 9 May 2025, his transfer was cancelled on the grounds that “there were no available gendarmerie personnel or vehicles.” Avcı reportedly cannot move his left arm and recently underwent angiography. His current condition poses a serious risk to his life in prison. Human rights defenders have called attention to his case, emphasizing the need to protect the right to life of ill prisoners and urging that his sentence be postponed under Article 16 of Law No. 5275 due to his critical medical condition.
