Case Summary

Prisoner Ayhan Bayar, held in Urfa Prison, has been incarcerated for 30 years. Although he completed his sentence on April 14, 2024, his right to conditional release has not been granted. On February 7, 2024, a book that did not belong to him was allegedly found during a cell search, leading to a disciplinary investigation and an 11-day solitary confinement penalty. Despite already qualifying for conditional release last year, no evaluation was made for an entire year following this incident. When the Administrative and Observation Board convened on July 16, 2025, it once again denied his release, citing that Bayar was “not of good disciplinary conduct,” even though he had not received any new disciplinary punishments. DEM Party MP Nevroz Uysal Aslan highlighted the injustice of Bayar’s situation, emphasizing that arbitrary and unlawful disciplinary sanctions in prisons are being used to block prisoners’ right to conditional release. The next evaluation by the board is expected to take place this month, during which Bayar’s conditional release is once again under consideration.
