Case Summary
Nurcan Aslan, who is being held in Erzincan Women’s Prison, has been denied release for the second time, despite having completed her sentence. She was initially sentenced to aggravated life imprisonment on the charge of “disrupting the unity and integrity of the state,” but since she was a minor at the time, her sentence was reduced to 16 years and 8 months. Although she was supposed to be released on June 22, 2025, her conditional release was postponed for four months on the grounds that she was “not of good conduct.” On October 14, when she appeared before the Prison Administration and Observation Board, her release was delayed for another six months with the same justification. During the evaluation, Aslan stated that she did not accept the charges and did not believe her actions constituted a crime. The Board’s decision noted: “It has been observed that the convict does not accept the crime she committed, believes that her actions do not constitute an offense, and has not developed an awareness of the crime.” The case highlights an ongoing issue in Turkey’s prisons, where administrative and observation boards act like judicial authorities, effectively imposing a requirement of remorse on prisoners as a condition for release. Many inmates continue to suffer from these arbitrary and punitive practices.
