Case Summary

At Karabük Type T Closed Prison, 14 political prisoners have been denied conditional release by the Prison Administration and Observation Board. During the assessment, the board asked detainees politically charged and subjective questions such as whether they had “cut ties with the organization” or “how they would behave upon release.” The releases of several prisoners were repeatedly postponed without clear legal justification: 4 times for Mehmet Sarıaltun, Hasan Öğüt, Aydın Kubat, Halil Aygün, Abdurrahman Güner; 3 times for Ali Koç, Ejder Doğan, Mehmet Emin Taşdemir, Adem Oktay, Halil Temel; 2 times for Haydar Alkoç, Hacı Aslan, Ali Haydar Elyakut, Muhittin Pirinçcioğlu. This raises concerns about a lack of transparency and the use of arbitrary measures to obstruct prisoners’ legal rights to parole. The issue has been brought to the attention of the Turkish Parliament, calling for an investigation into whether the board’s decisions are based on objective and lawful criteria.
