Case Summary
The health condition of Mahsum Yüksekbağ, held in Erzurum Dumlu No. 1 High-Security Closed Penal Institution, is deteriorating day by day. An aneurysm (a ballooning in the blood vessels) was detected in his brain. Taken to Erzurum Atatürk University Research Hospital, he was sent back to prison without any treatment because he refused to undergo medical procedures in handcuffs. His doctor stated that the aneurysm carries a risk of rupture, which could lead to a brain hemorrhage, life-threatening complications, and paralysis, and that he should be checked every hour. The doctor also warned that in case of an emergency, intervention could not be performed inside the prison cells.² The prison administration insisted that treatment could only be carried out with handcuffs, and that if he agreed, he could undergo surgery while restrained. Yüksekbağ rejected treatment under such conditions, saying: “I want to receive humane treatment. I love my dignity enough to die for it.” The prisoner urgently needs surgery, but due to the handcuff requirement, he is not being allowed to undergo the operation.³
