Case Summary

Gülbahar Kıskaç, a 60-year-old prisoner held in Sakarya No. 1 L-Type Prison, is subjected to discriminatory practices and ill-treatment in prison due to her Roma identity. Her health condition is serious, as she suffers from heart disease, hypertension, diabetes, and rheumatic illnesses. She also has psychological disorders and uses strong psychiatric medications. These illnesses cannot be adequately treated under current prison conditions. In addition, because her family lives in Istanbul, several requests were made for her transfer to Bakırköy Women’s Closed Prison, but all were rejected. Being kept away from her family deepens her social isolation. It has been reported that the prison conditions of the Roma prisoner violate human rights and her right to family life. Attention has been drawn to the fact that prison practices change based on prisoners’ ethnic identities. Her transfer to Bakırköy Women’s Closed Prison is urgently expected.¹
