Disabled Prisoners in Turkish Prisons, Violations of Probation and Conditional Release Rights – Mehmet Sayılğan

Profile

VICTIM :  Mehmet Sayılğan
INCIDENT : The conditional release of an inmate with 80 percent visual impairment was postponed for the sixth time.
LOCATION : Tokat, Turkey
SITUATION : Arrested on July 14, 2016, on charges of “membership in an organization.”

Case Summary

The release request of Mehmet Sayılğan, an inmate with 80 percent visual impairment held in Tokat Type T Prison, was rejected for the sixth time. Although he became eligible for conditional release on March 19, 2024, he has still not been freed. This month, Sayılğan appeared before the Prison Administration and Observation Board for evaluation; however, his release was once again denied on the grounds that he was staying in a “biased ward” had “not dissociated himself from the organization,” and was “not ready for reintegration into society.” With this latest postponement, his release has been delayed for a total of 19 months. The arbitrariness of the board’s assessments continues to cause new rights violations and ongoing victimization.
