Critically Ill Prisoners in Turkish Prisons:Dede Anıl

Profile

VICTIM : Dede Anıl
INCIDENT : A severely ill prisoner with 98% disability is not being released despite his critical health condition.
LOCATION : İstanbul, Turkey
SITUATION : Detailed information on the legal status is not available.

Case Summary

In Marmara No. 1 Prison, inmate Dede Anıl suffers from chronic illnesses including heart failure, COPD, and fibromyalgia, and has also sustained severe brain damage due to a stroke that left him paralyzed on one side. Despite being 98% disabled, his current cognitive ability has been described as equivalent to that of a 3-year-old child. Nevertheless, the Forensic Medicine Institute (ATK) issued a report stating that he is “fit to remain in prison.” This report was taken as the basis for his continued incarceration, despite contradictory findings from multiple hospital medical boards. According to his family, who visited him in prison, Anıl’s memory function has severely deteriorated; he often fails to recognize his relatives during visits, does not understand why he is imprisoned or what crime he is accused of, cries during meetings, cannot meet his own basic needs, and relies on other inmates for personal care. Attention has also been drawn to the recent death of 73-year-old Alzheimer’s patient İbrahim Güngör in September, with human rights defenders emphasizing that keeping severely ill prisoners in detention is unlawful. It has been stressed that Anıl cannot survive under prison conditions, and his immediate release is urgently expected.
