Case Summary

Yılmaz Çerçel, who is currently held in Eskişehir Prison, was tried in 1993 in Diyarbakır on charges of membership in a terrorist organization and participation in activities aimed at undermining the unity and integrity of the state, and was sentenced to aggravated life imprisonment. In 2000, Çerçel was diagnosed with schizophrenia and was transferred to a hospital in Istanbul to receive psychiatric treatment. However, two years later he was sent back to prison, where he has remained ever since. During his many years in prison, he was also diagnosed with Alzheimer’s disease. In addition to these illnesses, he is unable to use his left hand and cannot meet his daily needs on his own; he requires assistance from others. An application was filed for Çerçel’s conditional release, but the release process has been postponed for the past year in three-month intervals by decisions of the Prison Administration and Observation Board. Despite his serious illnesses, he continues to be held in prison. His release is still awaited.
