Case Summary

Resul Baltacı, who is being held in Düzce Prison, has not been released despite having completed the execution of his sentence. Baltacı was arrested in Batman in 1992 and was sentenced to life imprisonment by the State Security Court on the charge of “undermining the unity and integrity of the country.” Having been imprisoned for 33 years, he has been trying to survive in prison while suffering from multiple serious and chronic illnesses. He suffers from hypertension, diabetes, advanced herniated disc, and rheumatism, and also has stomach, eye, and dental problems. In addition, he experiences severe pain caused by his herniated disc and rheumatism, joint degeneration (calcification), and difficulty walking, and he continues his life with the help of others. Although he has completed his sentence, he was not released during the period when he should have been eligible for release on the grounds that he was deemed “not of good conduct.” Due to the decisions of the Prison Administration and Observation Board, his right to conditional release has not been granted, and his release has been blocked for approximately three years.
