Case Summary

In its latest report on prisons, the Human Rights and Equality Institution of Türkiye (TİHEK) identified severe overcrowding and a high number of ill inmates across several facilities. According to the report, the Ordu Ünye Type M Prison, which has a capacity of 250 people, currently holds 704 inmates, 134 of whom suffer from chronic illnesses such as cardiovascular diseases, hypertension, asthma, and diabetes. The İzmir Bergama Type M Prison, with an expanded capacity of 455, was found to be holding 659 inmates at the time of the visit—180 of whom have psychological disorders and are under medication, while 12 have chronic illnesses. The Gaziantep Type L Prison, with a normal capacity of 1,076 inmates, currently accommodates 3,155 prisoners, including 260 individuals diagnosed with conditions such as heart disease, hypertension, COPD, diabetes, Behçet’s disease, multiple sclerosis, and cancer. Similarly, the Bolu Type T Prison has a capacity of 1,140 but currently holds 1,535 inmates; 89 of them suffer from chronic illnesses. The inspection also revealed that the prison’s emergency medical kit contained expired medications.
