Değişim ile Süreklilik Arasında: Seçimler Sonrası Türkiye’de Mülteci Durumunun Yeniden Değerlendirilmesi

Giriş: Türkiye Seçimleri ve Mülteci Akışı

Türkiye, Mayıs 2023’te kritik bir cumhurbaşkanlığı seçimi gerçekleştirmiştir.[1] 14 Mayıs’ta yapılan ilk turda hiçbir aday oyların %50’sinden fazlasını alamamıştır. [2] Bunun üzerine en çok oyu alan iki aday – görevdeki Cumhurbaşkanı Recep Tayyip Erdoğan ve ana muhalefet lideri Kemal Kılıçdaroğlu – arasında ikinci tur seçim yapılmıştır. İkinci tur sonucunda Recep Tayyip Erdoğan %52,18 oy alırken, Kemal Kılıçdaroğlu %47,82 oy almış ve Erdoğan yeniden cumhurbaşkanı seçilmiştir.[3]

Seçimler, otoriterleşme eğilimleri, demokratik gerileme ve insan hakları ihlallerindeki artış bağlamında Türkiye açısından bir dönüm noktası olarak değerlendirilmiştir.[4] Bununla birlikte, uluslararası toplumun – özellikle Avrupa Birliği – yakından takip ettiği bir diğer temel konu mülteci meselesi olmuştur.[5] Türkiye, yaklaşık dört milyon yerinden edilmiş kişi ile dünyada en fazla mülteci barındıran ülkedir; bu kişilerin büyük bir kısmı Suriye ve diğer Arap ülkelerinden gelmektedir.[6] 18 Mart 2016 tarihinde Avrupa Konseyi ile Türkiye arasında düzensiz göç akışını durdurmaya yönelik bir mutabakat sağlanmıştır. Bu mutabakata göre, Türkiye’den Yunanistan’a geçen ve iltica başvuruları kabul edilmeyen tüm düzensiz göçmenlerin Türkiye’ye geri gönderilmesi öngörülmüştür.[7] 

Seçim sürecinde Kemal Kılıçdaroğlu, hükümetin mülteci politikalarını ve AB ile yapılan anlaşmayı yoğun şekilde eleştirmiş ve bu söylemiyle önemli bir seçmen desteği kazanmıştır.[8][9] Ancak seçimlerin Erdoğan’ın zaferiyle sonuçlanmasıyla birlikte, muhalefetin bu söylemleri kısa vadede uygulanabilir olmasa da kamuoyunda güçlü bir politika tartışması olarak varlığını sürdürmüş; bu durumun hükümeti mülteci politikalarını yeniden gözden geçirmeye ve yeni yeniden yerleştirme politikaları geliştirmeye yöneltebileceği değerlendirilmektedir.

Suriye Mülteci Krizi ve Türkiye’nin Rolü

United Nations High Commissioner for Refugees verilerine göre Türkiye, resmi olarak yaklaşık 3,9 milyon mülteci ve sığınmacıya ev sahipliği yapmaktadır.[10] Gayriresmî tahminler ise toplam sayının 6–7 milyona ulaşabileceğini ileri sürmektedir.[11] Türkiye’nin coğrafi konumu, onu hem ilk varış hem de transit ülke haline getirmektedir.[12] Bu bağlamda Türkiye, Orta Doğu ve Akdeniz bölgesindeki mülteci krizinin yönetiminde, AB ve uluslararası toplumun desteğiyle kritik bir rol üstlenmektedir.[13]

Suriye’de on yılı aşkın süredir devam eden çatışmalar nedeniyle güvenlik, ekonomik ve altyapısal koşullar ciddi şekilde bozulmuştur. Bu nedenle, 2015–2018 döneminde yalnızca yaklaşık %2’lik bir kesim (103.090 kişi) gönüllü olarak geri dönmüştür.[14][15]

Mart 2016 tarihli AB–Türkiye mutabakatı ile taraflar, Türkiye’den Yunanistan üzerinden AB topraklarına yönelik göç akışını durdurmaya yönelik önlemler almaya başlamış ve bu durum Türkiye’nin Avrupa’nın “kapı bekçisi” konumunu pekiştirmiştir.[16] AB, bu çözümün mükemmel olmaktan uzak olduğunu kabul etmekle birlikte, ortaya çıkan benzeri görülmemiş koşullar karşısında Türkiye ile iş birliğinin zorunlu hale geldiğini belirtmiştir.[17] Bu kapsamda AB, Türkiye ile yakın iş birliği içinde, “Türkiye’deki Mülteciler için Mali Yardım Aracı” kapsamında tahsis edilen 6 milyar avroluk fonun dağıtımını hızlandırarak mültecilerin ihtiyaçlarının kapsamlı şekilde karşılanmasını ve ev sahibi toplulukların desteklenmesini hedeflemiştir.[18] Bu mutabakatın sonucu olarak, Türkiye’den Ege adalarına geçişler iki yıl içinde %97 oranında azalmış ve 2015’te günlük ortalama 3022 olan geçiş sayısı yaklaşık günlük 80 seviyesine düşmüştür. [19]

Bu anlaşma, Türkiye Cumhurbaşkanı’nın Avrupa jeopolitik alanı ile ilişkilerinde “bir ayağı içeride, bir ayağı dışarıda” kalmasını mümkün kılmıştır. AB, dolaylı olarak Türkiye’yi güvenli ülke olarak tanımıştır. Bir ülkenin güvenli olarak kabul edilmesi için dört temel kriter bulunmaktadır: ülkenin kendi vatandaşlarını mülteci durumuna düşürmemesi, mültecilerin iltica başvurusu yapabileceği bir ülke olması, işkence veya insanlık dışı muameleye izin verilmemesi ve geri göndermeme (non-refoulement) ilkesine uyulması.[20] Ancak bazı değerlendirmelere göre Türkiye bu kriterleri artık tam olarak karşılayamamaktadır.[21]

Özellikle 2020 yılında Suriye’nin İdlib vilayetinde Rus güçleri tarafından gerçekleştirilen hava saldırısında “onlarca Türk askerinin hayatını kaybettiği” İdlib saldırısının ardından[23], Recep Tayyip Erdoğan acil bir güvenlik toplantısına başkanlık etmiş ve Türkiye–Yunanistan sınırını açtıklarını ifade ederek Suriyeli mültecilerin artık Avrupa’ya girişlerinin engellenmeyeceğini belirtmiştir.[24] Bu adım, Kuzey Suriye’de yürütülen operasyonlar için hem AB hem de NATO nezdinde destek sağlama girişimi olarak değerlendirilmiştir. [25]

İdlib’de Türk askerlerine yönelik saldırının ardından Türkiye’de bulunan göçmenlerin Avrupa’ya gitmelerinin engellenmeyeceğine ilişkin iddialar sonrasında, mülteciler Avrupa’ya doğru yürümeye başlamıştır. Bazı göçmenler, özellikle Edirne bölgesinde olmak üzere, gruplar halinde Yunanistan sınırına doğru ilerlemiştir. Bu kararın ardından Ege kıyılarındaki düzensiz göçmen sayısında önemli bir artış yaşanmıştır. Cumhurbaşkanı Erdoğan, Avrupa liderlerini, Türkiye’nin milyonlarca Suriyelinin yükünü taşımasına yardımcı olma konusundaki taahhütlerini yerine getirmemekle suçlamaya başlamıştır.

COVID-19 krizinden ağır şekilde etkilenen Türkiye,[27] AB ile yaptığı göç anlaşmasını sürdürmüş, 2021 yılında Taliban’ın Afganistan’da kontrolü ele geçirmesinin ardından Afgan mültecileri kabul etmiş ve Suriyeli sığınmacıları kabul etmeye devam etmiştir. Bununla birlikte Erdoğan, mülteci meselesini araçsallaştırmayı sürdürmüş; hem İslami/moral duygular üzerinden hem de AB’nin insan haklarına yeterince saygı göstermemesi üzerinden bir söylem kurarak iç politikada destek kazanmıştır. Türkiye’nin “kapı bekçisi” rolünün özellikle Şubat 2023’te meydana gelen ve Suriye’den gelen mülteci akışını artıran ve yüksek düzeyde iç yerinden edilmeye yol açan yıkıcı deprem bağlamında ekonomiyi nasıl etkileyeceği ise belirsizliğini korumaktadır. Tüm bu iç ve bölgesel gelişmeler ışığında, göç anlaşmasının kırılgan bir denge üzerinde durduğu görülmektedir. [28]

Mülteci Politikalarına Etkiler ve Avrupa’ya Yansımaları

Türkiye’de artan siyasi huzursuzluk ve istikrarsızlık, Suriye meselesinin çözülememesiyle birlikte, milyonlarca mültecinin entegrasyonu ve barınması konularındaki gerilimleri artırmıştır. Türk yönetimi, Suriyeli mültecileri ülke içinde ne ölçüde entegre etmek istediği konusunda kararsızdır. Bazı önemli sivil toplum paydaş kuruluşları, özellikle sendikalar, mültecilerin kayıt dışı istihdamının asgari ücret düzenlemelerini ihlal ettiğini ve bu durumun Türk çalışanları dezavantajlı hale getirdiğini ileri sürmektedir. [29]
 
Türkiye’de yerel halk, Suriyelileri demografik bir tehdit ve kamu hizmetleri açısından rekabet eden bir grup olarak görmeye devam etmektedir. [30] Suriyeli mülteciler ile yerel halk arasında zaman zaman cinayetlerle ve yaygın kentsel şiddetle sonuçlanan şiddet olaylarında artış gözlemlenmektedir. Bu durum özellikle, Suriyeliler ile yerel halk arasındaki kültürel farklılıkların AB üye devletlerindeki farklılıklar kadar derin olduğu batı şehirlerinde daha belirgindir.[31]  Entegrasyon ayrıca giderek daha zor hale gelmektedir; çünkü Suriyeliler artık ülkenin güney sınırı boyunca bazı bölgelerde ve özellikle yaklaşık 17 milyon nüfusa sahip İstanbul’un belirli kesimlerinde çoğunluğu oluşturmaktadır. [32]
 
 “Kamuoyu yoklamaları, Türklerin büyük çoğunluğunun Suriyeli mültecileri Türk toplumuna ne entegre olmaya istekli ne de bunu başarabilecek durumda gördüğünü göstermektedir.” [33] Türk halkının bir zamanlar sahip olduğu misafirperver yaklaşım, Suriyelilerin çoğunluğunun Suriye’de siyasi bir çözüm sağlansa bile Türkiye’de kalmak istediğinin anlaşılmasıyla birlikte giderek artan bir öfkeye dönüşmüştür.[34][35]
 


The issue is no longer a matter of showing support and solidarity for these people escaping war. When President Erdoğan floated the idea of awarding Syrians citizenship in 2016, the opposition vehemently rejected it, and a public outcry pushed Erdoğan to retreat.[36] Although more than 200,000 Syrians had been given citizenship by 2023,[37] the government now maintains that all Syrian refugees would ultimately return home, an implausible scenario considering the realities in their native country.[38]
 
Before the presidential election in Türkiye, there was a consensus among analysts that “along with inflation and the centralization of power in the hands of the government, the refugee issue will for the most part determine the elections outcome.”[39] Although anti-Syrian sentiments originated before the most recent municipal elections (spring of 2019), they are now seriously penetrating the Turkish electorate. [40]
 
On the one hand, supporters of President Erdoğan’s authority maintained an open-door policy toward Syrian refugees.[41] The more conservative segments of Erdoğan’s constituency perceived the refugee policy as a gesture of Muslim piety or Islamic solidarity.[42] Opposition organizations, on the other hand, have long been skeptical of the government’s inclusive agenda.[43] Many people thought that Erdoğan was creating a future electorate.[44] Their objections were motivated by political and security concerns.[45] Some opponents of the government policy toward migrants claimed the AKP political elite was working on a more grandiose goal, which is integrating almost four million Syrians to be able to reshape Türkiye’s identity by solidifying Muslim-conservative characteristics.[46]
 
The rising socioeconomic cost of Syria’s presence has intensified inter-ethnic tensions and fostered opposition toward the government’s refugee programs. The COVID-19 outbreak, Turkish currency devaluation, and ensuing severe inflation have all harmed the Turkish public’s attitude toward refugees. More importantly, many of Erdoğan’s supporters have changed their views on government policy.[47] In this regard, the topic has taken center stage in the political discourse leading up to the presidential election. The issue has captured the attention of the electorate, including many undecided voters and government supporters, which caused that the AKP political elite’s view on refugees has shifted. That’s why while not rejecting the open-door policy, the Turkish government has begun to consider refugee return schemes.[48]
 
During the election campaign process, the main opposition candidate used tougher language and attitude towards the refugee issue. In this regard, he has “committed to returning displaced Syrians to their home country within two years.”[49] Additionally, he has expressed his intention to mend relations with Bashar al-Assad, the President of Syria.[50] Growing anti-refugee sentiment showed itself at the ballot box in the first round of the elections, and nationalists performed well, especially far-right nationalist presidential candidate Sinan Oğan, who unexpectedly got 5.2 % of the vote.[51] Yet, in the final round of elections, Erdoğan won the elections with 52.18 % of the vote.[52] Indeed, election results have resulted in the fact that Syrians in Türkiye feel relieved after Erdoğan’s win. In an interview of Al Jazeera with a Syrian person living in Türkiye, this person stated that for him and his family, Erdoğan’s victory is more ‘comfortable’ because Erdoğan’s opponent built his campaign on racism against us refugees, which is troubling.[53] Another Syrian interviewee mentioned that “although he couldn’t vote, he followed the campaign closely, hoping fellow Syrians who hold Turkish citizenship would back Erdoğan.”[54] Despite the temporary relief, many Syrian refugees and asylum seekers remain cautious because, during the election campaign, Erdoğan promised to “voluntarily repatriate” one million Syrians as well while planning to normalize relations with Bashar al-Assad, which can lead these Syrians to face new paperwork or other pressures to stay legal, such as increased rent and utility bills, feel insecure, and be fearful of the unknown.[55]
 

Conclusion

On May 2023, Türkiye had an important presidential election. Recep Tayyip Erdoğan was re-elected president. A variety of groups saw the elections as a watershed moment for Türkiye, particularly regarding the refugee crisis. Kılıçdaroğlu, the primary opposition leader and election candidate, attracted a lot of attention to the government’s wrongdoings on the refugee crisis, as well as the absurdity of the deal with the EU on this topic, and garnered support from many people on his points.
 
Türkiye is home to official 3.9 million people, a mix of migrants and asylum seekers. With the March 2016 EU-Turkey agreement, the parties affirmed Türkiye ‘s role as Europe’s gatekeeper by taking action to restrict the flow of migrants from Türkiye through Greece to EU territory. While Türkiye has maintained its migration deal with the EU by hosting Afghan refugees and continuing to accept Syrian asylum seekers after the Taliban seized power in 2021, Erdoğan has continued to weaponize the refugee issue, gaining domestic support through Islamic moral sentiments and moral posturing as a result of the EU’s lack of respect for human rights.
 
Increased political upheaval and instability in Türkiye, as well as the inability to resolve the Syrian crisis, have raised concerns about the integration and housing of millions of refugees. The Turkish government is unsure how far it wants to integrate Syrian refugees into the country. Locals in Türkiye continue to regard Syrians as a demographic threat and a competitor for public services. The question is no longer one of displaying solidarity and support for these individuals fleeing conflict. Syria’s mounting socioeconomic burden has heightened inter-ethnic tensions and fueled hostility to the government’s refugee efforts.
 
The opposition has promised to repatriate displaced Syrians to their homeland. Although they lost the elections, the opposition’s words lingered in the public imagination as an unenforceable, but strong declaration that can drive Erdoğan and the government to rethink their refugee policy and establish new resettlement procedures for refugees.
