Case Summary
Mahsum Bilem, who is being held in Kırşehir Prison, was not released on the grounds that he was “not considered well-behaved.” Although the prisoner has spent 30 years in prison and completed the required sentence execution period, the Administrative and Observation Board decided during its assessment on 25 May that he did not qualify as well-behaved, stating that he had not developed sufficient awareness regarding the offense. The Board postponed the next evaluation concerning the prisoner until 8 December. It was also noted that the prisoner had not been subject to any administrative investigation and that no disciplinary record had been issued against him. Attention was once again drawn to the need to prevent broad administrative powers from turning into arbitrary practices.
