Case Summary

Emin Gurban, who is held in Konya Ereğli High-Security Closed Prison, continues to be imprisoned despite suffering from serious health conditions such as cerebral infarction, stomach disorders, and visual impairment. After being transferred to Ereğli, it was reported that Gurban suffered a heart attack on October 5, 2023, during which blockages were detected in two arteries and a stent was placed in one of them.² Despite the 2015 “Gurban v. Turkey” judgment by the European Court of Human Rights (ECtHR), prisoners sentenced to aggravated life imprisonment are still not granted the right to conditional release. Nearly ten years have passed since the ruling, yet Turkey has not implemented an execution regulation ensuring the “right to hope” mandated by the ECtHR.³ The Freedom for Sick Prisoners Initiative, in its 565th week of protests, drew attention to Gurban’s condition, emphasizing that due to his severe illnesses, he cannot remain in prison.4
