International IDEA published The Global State of Democracy 2026: Democracy in an Age of Conflict on 15 September 2026. It scores 173 countries from 0 to 1 in four separate categories: Representation, Rights, Rule of Law and Participation. It does not produce an overall ranking. A score below 0.4 counts as “low”. The data cover the period to the end of 2025.

Türkiye’s Rule of Law score is 0.229, ranked 149th jointly with Cameroon. Because the report accounts for statistical uncertainty, it gives Türkiye’s possible ranking as 145th to 155th.

In its Europe section, the report says Rule of Law remains relatively weak in the region. It states: “Azerbaijan, Russia, and Türkiye stand out as low-performing across all four factors.” Those factors are Absence of Corruption, Judicial Independence, Personal Integrity and Security, and Predictable Enforcement.

In the other categories, Türkiye scores 0.317 in Rights (135th) and 0.398 in Participation (137th), both below the “low” threshold. In Representation it scores 0.435 (103rd), which is mid-range.

Globally, the report finds Rule of Law the weakest category in 2025, with 71 countries (41 percent) low-performing. It describes stagnation at low levels of performance as an often overlooked part of the global picture.

In a separate box on Syria’s transition, the report names Israel and Türkiye as external actors whose presence continues to shape that transition.

The Indices measure performance through December 2025. On 31 December 2025, 18,464 of the 53,450 applications pending before the European Court of Human Rights concerned Türkiye, the highest of any state.
