Case Summary
Inspections carried out at the Gümüşhane E-Type Closed Penal Institution revealed that the wards where ill and disabled prisoners are housed do not have grab bars in the bathrooms and toilets, nor do they have emergency call buttons. This finding was documented in the official report No. 2025/42 issued by the Turkish Human Rights and Equality Institution (TİHEK). In the institution’s published report, physical accessibility, access to healthcare services, living conditions, and safety measures in the wards were evaluated. The report emphasized that the absence of an emergency call system—particularly one that could be used in urgent situations—constitutes a critical deficiency. It was further noted that some prisoners in these wards have limited mobility, difficulty walking, or health-related dependency. The lack of any mechanism enabling these individuals to contact staff in an emergency was identified as posing a serious risk to their health and safety.
