Case Summary
The Ferizli L-Type Prison, originally designed to meet European Union standards, has become a facility where severe overcrowding has led to human rights violations against inmates. In cells designed for a single person, approximately 45–50 inmates are currently held in each of the seven rooms. In some cases, common areas are converted into sleeping spaces at night. This extreme overcrowding has negatively affected hygiene conditions inside the prison. Due to the heavy use of shared toilets and bathrooms, sanitation conditions are insufficient, and respiratory and infectious diseases have spread among inmates. Even the most basic needs cannot be adequately met; drying clothes poses a serious problem, and creating space for religious practices is often not possible. It is also reported that inmates face significant restrictions in accessing healthcare. Medical treatment can be delayed for up to a year. According to detainee accounts, routine medical check-ups are often not possible, and the current system poses life-threatening risks for inmates with urgent medical conditions. In this context, attention was drawn to the death of former public servant and KHK-dismissed police officer İzzet Odabaşoğlu, who died one day before his scheduled release. It was reported that Odabaşoğlu was unable to access the prison infirmary for an extended period despite his health complaints, resulting in a delayed diagnosis of his condition. He reportedly suffered from arm numbness and was only taken to the hospital after his condition worsened and he began vomiting blood. It was also noted that female inmates are subjected to mistreatment in the prison. During cell searches, personal belongings are reportedly scattered on the floor, and items purchased from the canteen are confiscated and removed on the grounds that they are prohibited. It is expected that urgent corrective measures will be implemented in the prison, which has been the subject of numerous allegations of human rights violations.
