 Critically Ill Prisoners in Turkish Prisons – Ferah Oktan

Case Summary

Ferah Oktan, who is currently held in Edirne L-Type Prison, was a primary school teacher who was dismissed from her job by emergency decree laws (KHK) issued after 2016. She was prosecuted on allegations of being a member of the Gülen movement and was sentenced to 6 years and 3 months in prison. Her husband was also prosecuted in a similar case and spent 4 years in prison. In August 2024, Oktan and her husband were detained while allegedly trying to leave the country. Ferah Oktan has remained in custody since that date. Oktan, a mother of two children, was diagnosed with cancer in September 2025. However, because the disease was detected late and her access to proper medical treatment was delayed, the cancer metastasized and spread to other parts of her body. The 37-year-old Oktan has so far undergone five rounds of chemotherapy. Due to the chemotherapy, she has lost her hair and developed painful sores inside her mouth, making it extremely difficult for her to eat. She is currently unable to eat properly in prison. Because of her treatment and serious health condition, she is also unable to stay with her 2-year-old child. Due to severe pain in the lymph nodes under her arm, she cannot lift her arm or even wash her own clothes. Oktan is no longer able to sustain her daily life in prison conditions. Based on all these medical and humanitarian grounds, applications for her release were submitted to the Istanbul 23rd and 24th Heavy Penal Courts, but both requests were rejected. Most recently, an application has been filed with the Constitutional Court of Turkey, and the decision is still pending.
