Case Summary
Jiyan Alpsar, who was being held in Van Prison, contracted tuberculosis from fellow prisoner Yüksel Sümbül, who had been returned to the ward before completing his treatment. Alpsar has now been placed under quarantine in prison. Although he needs medical treatment, he has been unable to access his right to healthcare because he refused oral cavity searches and handcuffed medical examinations. The prison, which had previously been criticized for inadequate healthcare conditions, has now also been linked to prisoners contracting tuberculosis. Alpsar has been unable to receive treatment because he considered and rejected the imposed oral cavity searches and handcuffed examination practices during hospital transfers as violations of human dignity. His health condition remains serious, and his family and relatives are waiting for him to be transferred to a hospital as soon as possible. In addition, Van Prison has once again come under scrutiny due to rights violations related to sick prisoners’ access to healthcare services, isolation practices, and treatment processes.
