Critically Ill Prisoners in Turkish Prisons – Özkan Çelik

Profile

VICTIM : Özkan Çelik
INCIDENT : Access to healthcare of a seriously ill prisoner is being obstructed; instead of the four medications he is supposed to receive, he is given only one.
LOCATION : Trabzon, Turkey
SITUATION : Details of his criminal case are unknown; he was arrested in 2017 on charges of “undermining the unity of the state.”

Case Summary

Özkan Çelik, who is held in Trabzon Beşikdüzü Prison, is being denied access to his right to healthcare. It was reported that Çelik, who suffers from serious illnesses, was taken into custody in 2017 while wounded, subjected to torture during detention, and as a result suffered tears in the blood vessels of his brain. He was sent back to prison before completing his medical treatment. The prisoner was previously held in Erzurum and Van Prisons and was transferred three years ago to Trabzon Beşikdüzü Prison against his will. The prisoner’s father stated that all of his son’s basic needs, including personal necessities, are being met by his cellmates. He further alleged that despite requiring medication to ensure proper blood flow following two vascular surgeries he underwent in prison, the prison administration has failed to provide the necessary drugs. Although Çelik normally needs four different medications daily, he is reportedly being given only one, and as a result, his health condition is progressively worsening.
