Rights Violations in Conditional Release and Probation Practices – Ahmet Tüneli

Profile

VICTIM : Ahmet Tüneli
INCIDENT : The release of a prisoner who completed the required term of imprisonment was postponed for the 4th time by the Administrative and Observation Board.
LOCATION : Şanlıurfa, Turkey
SITUATION : He was sentenced to life imprisonment by the State Security Court (DGM).

Case Summary

The release of Ahmet Tüneli, who is being held in Siverek Prison, was postponed for the fourth time following an assessment carried out by the Administrative and Observation Board. The prisoner, who has spent 32 years in prison, became eligible for conditional release on 31 October 2024 but continues to remain incarcerated. In previous evaluations, his release had already been blocked three times because he did not accept what was described as a requirement to express “remorse.” Most recently, after being reviewed by the Board on 2 June, his release was denied again on the grounds that he “did not request participation in individual interviews, stated that he did not accept the alleged offense and had committed no act for which he should express remorse, that although no definite conclusion could be reached regarding the risk of reoffending or causing harm to society and the victim, he had not developed awareness regarding the offense, lacked problem-solving skills, was not yet ready to reintegrate into society, and had received disciplinary sanctions while in prison (…)”.
