Case Summary

Prisoners held in Dumlu No. 1 High Security Closed Prison in Erzurum are experiencing serious water shortages. Their daily drinking water needs are not being met, and access to water in the prison is severely restricted. Although there is an officially allocated daily quota of 100 liters of hot water and 150 liters of cold water per person, prisoners reportedly cannot use this entitlement because the water vending system is malfunctioning. It is stated that cold water has been cut off and that the malfunction in the system has not been repaired for a long time. Prisoners’ complaints and applications to the prison administration are allegedly rejected on the grounds that the water quota has already been consumed. These problems with access to water significantly complicate daily life in the prison and particularly prevent prisoners from meeting their basic cleaning and hygiene needs. It is expected that the issue will be resolved as soon as possible.
