Case Summary

Karabük Prison inmate Adem Oktay has not been released despite having completed his sentence. Oktay, who has been imprisoned for approximately 15 years, had his release postponed for the eighth time in the latest review by the Administrative and Observation Board, which extended his detention by an additional nine months. His release has been repeatedly delayed since 2023 on various grounds. The board cited his sharing a ward with inmates convicted of similar charges, his refusal to accept the accusations, and his failure to express “remorse” as justification. In an application submitted to the Parliamentary Human Rights Investigation Commission regarding the repeated postponement of his release, it was stated that the decisions of the Administrative and Observation Board exceeded legal limits and that the board acted as if it were a court. The application emphasized that the “good conduct” assessment was not based on objective criteria, but instead relied on the inmate’s views, political identity, and whether he expressed “remorse,” effectively nullifying his right to conditional release. It was further noted that these practices lack proper legal oversight and lead to the extension of the execution of the sentence, and a review of these practices under national and international law was requested.
